What software can I use with a barcode scanner for our event's registration procedures? - plan scanner

My org hold its annual meeting in March. We want to take advantage of the available bar codes on student ID card in order to simplify the procedure for obtaining approval. We intend to borrow the bar code scanner in our department of the school, but we do not want to use their software for security purposes and also for licensing. What can I use my software to be easy-to org, complex enough for the record, but not too complex that we do not understand the situation, how it works. Thank you!
